Deputy Chief of Party/Maldives Job Description

The impacts of climate change are already slowing the Maldives’ and Sri Lanka’s economic growth by degrading natural assets and resources that are critical to the competitiveness of key sectors and livelihoods. The purpose of the USAID/Sri Lanka and Maldives Climate Change Adaptation activity is to enhance the adaptive capacities of the public and private sectors and local communities in the Maldives and Sri Lanka to climate change impacts in ways that contribute to sustained, inclusive market-based growth. This activity will achieve its purpose through three objectives: (1) identifying and scaling up innovative solutions to climate-related risks through market-driven private sector and community engagement, (2) strengthening central and/or local governance to address climate-related risks, and (3) improving the quality of and access to information for decision-making to reduce vulnerability to climate change.

Deputy Chief of Party/Maldives Role 

The Deputy Chief of Party/Maldives (DCOP/Maldives) will support the Chief of Party (COP) to provide technical and administrative leadership and expertise to the USAID/Sri Lanka and Maldives Climate Change Adaptation activity, especially with regard to implementation within the Maldives. The DCOP/Maldives will help manage program implementation, particularly within the Maldives, to meet Activity objectives - this may include technical, administrative, operational, strategic, and logistics management. S/he will support stakeholder engagement, including with the private sector, government and non-government and civil society organizations. S/he will work together with the COP to apply an adaptive management approach, and work with project staff, the home office team and USAID to adjust the programmatic approach, staffing and resources if required/as needed to achieve Activity objectives based on continuous monitoring of the program course. The DCOP/Maldives will provide key day-to-day leadership of the project’s Maldives program. The position will be based in the Maldives. 

Key Responsibilities: 

  • Coordinate with COP and technical staff to oversee and help drive planning, execution, monitoring, and evaluation of program interventions and outputs; 
  • Inspire, enable, and develop a team of technical experts to deliver results;
  • Provide expertise in liaising with key stakeholders in the Maldives;
  • Ensure gender equality and socially-inclusive approaches are integrated into programming and effectively implemented; 
  • Ensure high quality and timely reporting;
  • Establish and foster relationships with a broad network of partners, government counterparts, private sector and civil society stakeholders, community groups, and donors in the Maldives; 
  • With the COP, oversee annual work planning processes and ensure that quality operational plans, budgets, and reports are submitted as per contract agreements; 
  • Provide leadership and technical oversight to project staff and subcontractors for Activity implementation in the Maldives.

Minimum qualifications:

  • The Deputy Chief of Party/Maldives must have at least 5 years of exceptional experience, preferably in Maldives, leading international donor-supported programs, preferably in a topic related to this Activity
  • Fluency in English and Dhivehi
  • A record of successful performance in at least one Activity technical area
  • Local knowledge and capacity and demonstrated strong networking capability with government, private sector and/or non-government entities in Maldives.
  • Demonstrated ability to lead multi-faceted teams and solve problems when needed
  • Strong interpersonal and communication skills
